The Province of Cebu registered an outstanding performance in the FY 2025 Local Council Against Trafficking–Violence Against Women and Children (LCAT-VAWC) Functionality Assessment, reflecting the strong commitment of its local government units (LGUs) to safeguarding vulnerable sectors.

The assessment results showed that forty-three (43) LGUs in Cebu Province were rated Highly Functional, while the Cebu Provincial Government and five (5) municipalities achieved a Moderately Functional rating. Only one (1) municipality was assessed as Low Functional.

The FY 2025 LCAT-VAWC Functionality Assessment evaluated LGUs across key indicators, including organization, conduct of meetings, policies, plans and budget allocation, and program accomplishments. These indicators measure the overall capacity of LGUs to prevent and respond effectively to trafficking in persons and violence against women and children.

Cebu’s strong performance underscores the province’s continued efforts to institutionalize responsive mechanisms, strengthen inter-agency coordination, and ensure the protection and welfare of women and children across all levels of local governance.
