ASTURIAS, CEBU — The town of Asturias is included in the list of 87 Local Government Units (LGUs) in Central Visayas that received “Ideal” functionality rating for their Local Council for the Protection of Children (LCPC) for the year 2025.
Based on data, 87 of the 136 assessed LGUs or 63.97% reached the “Ideal” level this year—a significant increase from 55 LGUs or 40.44% in 2024.
To qualify as “Ideal,” an LGU must possess an 80% higher rating, based on the criteria set forth in DILG Memorandum Circular No. 2021-039. Other levels of functionality are:
🔹 Basic (20% paubos)
🔹 Progressive (21%–50%)
🔹 Mature (51%–79%)
LCPC Functionality Audit is conducted every first quarter of the year and intends to examine how LGUs are effectively and effectively implementing policies, programs, and projects for the welfare and protection of youth.
Asturias’ success in achieving an “Ideal” rating is a testament to the local government’s continued efforts to prioritize the rights and well-being of young people in the community.
